Eligibility
Principal applicants must be at least 25, with nationality, medical, insurance and background requirements also applying.
Annual stay
For ages 25–49, the 90-day annual requirement may be met by the principal and/or dependents. The official overview lists an exemption for ages 50+, while the FAQ retains general 90-day wording; confirm the applicable interpretation and approval conditions before applying.
Funds and property
After approval, up to 50% of the deposit may be withdrawn for permitted local housing, education, medical and tourism purposes. Silver, Gold and Platinum participants must complete the home purchase within one year after pass endorsement. A ten-year property holding rule applies, with a qualifying upgrade exception.
Family and work
Eligible spouses, children, parents and parents-in-law may be included. Silver and Gold do not permit employment or business activity; Platinum is subject to the approved scope.

Forest City · SEZ / SFZ category

The Forest City SEZ / SFZ category has a renewable 10-year programme term. A qualifying home must be owned or purchased before pass endorsement, directly from the Forest City developer. The property threshold follows Johor's applicable property-acquisition rules and approval conditions.

These are Silver, Gold and Platinum thresholds. State rules on foreign property ownership also apply. Programme terms should be distinguished from individual pass issuance and renewal arrangements.

Administrative items reconcile the service charge; included amounts must not be charged twice. Check service scope, dependents, later renewals and other items against the written agreement and official rules. Deposits and property capital are separate. Confirm whether medicals, insurance and transaction expenses are included.

Age and stay
Principal applicants must be at least 25 and spend at least 30 cumulative days a year in Sabah.
Silver income
MYR 10,000 a month for an individual or MYR 15,000 with dependents. Additional financial evidence for Gold and Platinum follows the current checklist and approval conditions.
Deposit and home
After one year, up to 50% of the deposit may be withdrawn for approved housing, education or medical purposes. Property purchase and resale restrictions must be reviewed for the relevant category.
Where you may live
The official terms restrict residence to Sabah. Travel to Peninsular Malaysia requires Immigration approval. This pass should not be treated as unrestricted residence in the peninsula.

Eligible spouses, parents, parents-in-law and children may join, subject to insurance and medical checks. Apply through a local licensed agent. Silver and Gold do not confer work permission; Platinum follows the approved scope.

Silver's deposit is in MYR; Gold and Platinum are in USD. Silver requires a qualifying high-rise home. The 5 + 5 arrangement and other terms remain subject to approval and renewal conditions.

Financial evidence
In addition to the deposit: monthly pension/offshore income of MYR 10,000 for an individual or MYR 15,000 with dependents. Without that income, savings evidence of MYR 100,000 / 200,000 at each of the latest three month-ends may be submitted, subject to approval.
Stay and home
At least 30 days a year in Sarawak. Buying is optional; the guide lists MYR 600,000 in Kuching Division or MYR 500,000 elsewhere, subject to applicable property rules.
Deposit withdrawals
After one year, up to 50% may be withdrawn for approved local housing, car, medical or children's education costs. At least MYR 250,000 must remain.
Application and family
Apply through a local licensed agent or an eligible immediate-family sponsor. Check dependent eligibility against the official requirements.
Part-time work and investment
Full-time employment is prohibited. Professional part-time work in education, banking and securities, manufacturing or medical sectors requires state approval and is limited to 20 hours a week. Approved joint ventures with local partners permit up to 49% ownership, with minimum paid-up capital of MYR 250,000.

Maintain annual stays, the deposit balance, passport and medical requirements. Full-time work is not allowed; approved professional part-time work requires separate state permission.

FAMILY & FUTURE

Choose a life, then a pathway.

Consider your intended home, property plans and family together. The deposit alone does not tell the whole story.

Is MM2H permanent residence or citizenship?

No. These are long-term residence/social visit pass arrangements with continuing conditions and extension or renewal requirements. Participation does not automatically confer permanent residence or citizenship.

Are federal, Sarawak and Sabah passes interchangeable?

They have separate applications and administration. Sabah's published terms expressly restrict the place of residence. Confirm cross-region residence and travel with the relevant immigration authority beforehand.

Can family members join?

Each programme has dependent provisions, but children's age, marital, study or employment status and parent eligibility differ. We review each family member against the selected programme.

Are the deposit and home price the entire budget?

No. Review government and pass fees, insurance, medicals, translation, certification, professional services and property transaction costs. Do not count items already included in the service charge again. Partial deposit withdrawals have timing, purpose and approval conditions, so plan cash flow accordingly.
